The trialist, who many believe was ex-Queens Park Rangers forward Tom Hitchcock, scored two goals in a 5-2 loss against Peterborough development squad a few weeks back.
Williams revealed on Tuesday night that a decision would be made on the player by the Walsall game (Saturday October 22), which Swindon lost 2-0, and the Town boss kept to his word and revealed why he was not signed following the defeat.
"We have not been able to come to terms with the trialist that was in with us for the last week," Williams said.
"Again it is another player that has got real ability, we can see that, but some fitness levels are not where they need to be and it is fair to say there are too many in the squad that are trying to get up to full fitness.
"That is the factor in why we did not take it any further."
This means Swindon still only have three senior strikers in the squad - Jon Obika, Nathan Delfouneso and Luke Norris, after Jermaine Hylton was loaned to non-league Guiseley.
However, Obika is currently injured, Delfouneso only has two goals in all competions while Norris is yet to find the back of the net in Town colours.
it is not yet clear whether Swindon will explore the option of taking anyone else on trial or recalling Hylton from his loan.
