Anderson, 22, was on Town's radar last summer too but the forward chose Bolton Wanderers instead, but he only played eight games for the promoted Trotters, scoring once.
He then moved to Northampton on loan and got more football, 14 matches, but struggled for goals as he got just three at the Cobblers.
Prior to Bolton he had a temporary spell at Doncaster and scored three in seven for them.
Anderson has signed a six-month loan deal so he will be at Town until the end of February. He becomes the fifth loan signing at the club, along with Timi Elsnik and Kellan Gordon (both Derby), Harry Smith (Millwall) and Chris Hussey (Sheffield United).
Swindon made two previous signings on deadline day - the aforementioned Elsnik and Gordon as well as goalkeeper Reice Charles-Cook from Coventry.
