Swindon were ahead but on edge going into the 83rd minute of their re-arranged derby clash, but Brazilian defender Raphael Rossi Branco conceded a penalty with seven minutes remaining and then scored an own goal less than 60 seconds later.
Speaking after the full-time whistle, Williams said: "I am upset for Raphael because he doesn't mean to make the mistake and it is not because he is not a good footballer and not trying but we allowed this situation to happen.
"We did not control the game at all and allowed balls to continuously be put into the back line, we created that.
"That scenario was bound to happen for Raphael or for anybody else because, as I said, we did not pick up the second ball at all and we did not win the ball cleanly enough when they hit it forward and it was bouncing around.
"This squad of players, we can't play like that."
